The tower is built on a central core which provides the spine for the outer structure and ground attached cable connections, in a manner similar to a cable stay bridge. The upper portion of the building houses observation levels which are clad with unitised curtain walling that feature integrated mashrabiya patterns. An additional feature are numerous glazed wall, glass floored balconies that have been rotated outside the facade of the main building.
The ground level of the tower includes a central plaza with retail units, museum, educational facilities and an indoor auditorium.
